The Utah Developmental Disabilities Council supports and empowers people with intellectual and developmental disabilities to achieve inclusive, meaningful, and self-determined lives in their communities through its ongoing support of leadership, education, policy, and advocacy actions.

Proposed Goals and Objectives for 2027-2031
The Council is developing our new 5-year State Plan. This plan will be in effect for federal fiscal years October 1, 2026- September 30, 2031. It was submitted to our federal oversight agency, the Administration for Community Living, on August 15, 2026 for consideration.
As a reminder, the Council does not provide direct services. Instead, we identify areas of need across Utah. Then we work within our mandate from the Developmental Disabilities Act to improve those areas of need by developing leaders, improving policy and practice, and educating stakeholders.
What is our State Plan?
The State Plan is our plan of action, designed to impact the areas of need identified through input from Utahns with intellectual and developmental disabilities and their family members. It serves as our strategic planning document. This document will serve as our detailed roadmap, outlining the steps needed to move from our current state (Point A) to our desired future state (Point B).

Goal 1 - Community Supports
Individuals with Intellectual and Developmental Disabilities (I/DD) and their families have increased ability to access community life, services, and resources.
Objective 1: By September 2031, UDDC will help secure at least one ongoing funding source for home and community-based services in Utah.
Objective 2: By September 2031, UDDC will help increase the number of students with I/DD participating in post-secondary readiness and career pathway programs, from baseline by 5%, by promoting and supporting post-secondary transition planning and training opportunities.
Objective 3: By September 2031, UDDC will conduct at least 15 outreach and education events for care and service providers of people with I/DD about trainings and professional development opportunities.
Objective 4: By September 2031, UDDC will partner with and support the access and availability of accessible and affordable transportation options for people with I/DD in all Utah counties, as measured by established partnerships with transportation entities in each county.
Objective 5: By September 2031, UDDC will support and create projects that respond to emerging issues and trends affecting individuals with I/DD and their families.
Goal 2 - Leadership & Advocacy
The Council will increase opportunities for people with intellectual and developmental disabilities, their families, and supporters to develop into effective advocates and community leaders.
Objective 1: By 2031, at least 75% of individuals with intellectual and developmental disabilities (I/DD) participating in Council-supported activities offered statewide will indicate the activities assisted them in developing meaningful peer supports and social connectedness, as measured by an outcomes survey.
Objective 2: By 2031, increase, from baseline, the percentage of people with I/DD and their families who report feeling equipped and supported to pursue the lives they want (based on 2027 baseline survey data).
Objective 3: Annually, the Council will provide outreach, training, technical assistance, and leadership skill development to strengthen self-advocacy organizations led by people with intellectual and developmental disabilities (I/DD). Additionally, the Council will expand the participation of people with I/DD on at least one cross-disability and culturally diverse coalition, fostering more I/DD leaders and achieving a more unified self-advocacy movement.
GOAL 1
Health and Safety
The UDDC will support physical and mental health and safety outcomes for people with intellectual and developmental disabilities and their families.
GOAL 2
Transportation
The UDDC will support the increase of access and availability of accessible and affordable transportation options throughout the state of Utah.
GOAL 3
Leadership and Advocacy
The UDDC will improve Utah public policy by developing self, community, and policy advocacy skills of people with intellectual and developmental disabilities and their families.
GOAL 4
Community Access and Supports
The UDDC will support community access, as well as formal and informal support, for people with intellectual and developmental disabilities and their families.
